This is not a joke. This is not poorly labelled satire. The following video shows a segment of a press conference given by Daniel Andrews, these are his words and he means them:

We’re not at a point where we need to be going door to door. We’re not at a point where we need entire suburbs to come out and get tested. If we get to that stage, then we won’t hesitate. I think we’ve shown, in fact I know we’ve shown that we’re prepared to do what has to be done, popular or otherwise.
This is insane.
But this does not mean that the Victorian government is not going send police and the army door to door in entire suburbs in order to force people to get tested. Daniel Andrews did not say, “Obviously this is ridiculous, I can categorically state that we will never force entire suburbs to get tested.” Instead he said:
“If we get to that stage, then we won’t hesitate.”
This is an indication that this is exactly what they intend to do in the near future. Governments in the West know that they will get the best results if they pre-program the population to accept that something unpleasant is going to happen and that there is nothing they can do about it. They tell you what they are going to do in advance, but they make it seem like it isn’t really going to happen but it is.
Actually, who am I kidding? Non-Western leaders pull the same trick.
This complements the boiling of the frog, the slippery slope, by acclimatising people to the idea that the government will always “have to” incrementally increase its level of control over us. The technique is also being used to normalise the idea that the coronavirus not-vaccine is going to become mandatory in the very near future.

“This is a difficult conversation to have with people now, in an almost threatening tone, when people who want to get vaccinated can’t because we don’t have enough stuff. There will come a time though when I think restrictions will apply to those who have not been vaccinated, rather than restrictions applying to all of us.
“Now if that’s not an incentive to go and get vaccinated I don’t know what is. But I can see a time when to get into a venue, to attend a major event, to participate fully as a customer, a client, a ticket holder, a patron, a viewer, however you want to look at it, being vaccinated will mean that you get in, and being vaccinated will mean that you don’t.”
So we know the plan. They will round up entire suburbs. At first it will be for mass testing. Next it will compulsory vaccinations of entire suburbs.
Conveniently for the Regime, the hotel quarantine system has been a complete disaster, so the next step will be to put us in those lovely death camps.
